last minute reservations

Does anyone know if you make last minute reservations (I mean 2-3days prior to arrival) will you always be offered an upsell rate if the rooms are available?

In January of 2003, our flight was cancelled, so I called CRO from the airport.

I asked for a moderate water view(POFQ) for that night, and that's what I got. No upsell offered. It was also MLK weekend, and that may have affected it, since we tried Universal first, but they were COMPLETELY booked.
