Often cruises that are not fully booked go to a last minute cruise reseller at a cut rate price. Does DCL do this at all? I'm looking at some last minute November cruises with unpopular dates.

Disney doesn't use a last minute cruise reseller. DCL might offer last minute restricted fares on cruises that don't sell out, but they handle it all themselves.

Not all cruises will have last minute restricted fares offered, however. Even if it isn't sold out.

After the pay in full date.
Go onto the website and they have the specials listed.
DCL’s IGT/VGT promotion, available to everyone, for up to 20% off the prevailing rate for select sailings features most of the same sailings aboard the Dream and Wonder as last couple week with the addition of the late-April Mexican Riviera cruise. The specific sailing as of today, is listed below.
