It mentions in the article to contact that specific travel agent listed to get the discounts, could it be with any travel agent or Disney itself to get the deals?

DCL does not allow travel agents to discount the cruises. You will be able to get the same fare whether you book through a TA or do it yourself directly through DCL (either phone or website).

The relatively last-minute *GT offers, when available, come out after the PIF date -- so typically within about 60 days of the cruise date or sometimes even closer.
