I purchased the slingshot software for $9.99 and an additional amount of time for $29.99 (about 10 hours of 1-800 time), but I haven't used it yet. (I will at HH in 2 months)
I'm using netzero from OKW right now. There is a local Orlando number (area code 321 is still a local call) and the dialup connection is pretty good. I haven't been bounced yet.
For these dialups- the Orlando numbers are local and Kissimmee is a toll charge.
As already mentioned, check the number in the phone book- it lists the numbers which are considered local. You can also call the operator to confirm whether it's a local call or not.
