we land at MCO at 7pm on Halloween night. We are staying at Boardwalk Villas. I would like to go to the poly to grab quick service at Captn Cooks and watch the MNSSHP fireworks at 9:30pm. Is this possible? I dont want to have to run and scurry to make it on time. What would be the best way to get there? Boat to DHS and bus to poly? Bus to MK and monorail to poly? How much would a cab be?

You are going to have to run and scurry. Landing at 7 does not mean off the plane then. So 7:30 or so off the plane. If you take DME plan on an hour to get to your hotel. Then you check in etc. it might be doable but only if you hustle at each step.

The basic rule of thumb is that it takes 90 minutes from off the plane to arrive at your resort. Then you would have to check in and store your luggage, wait for transportation to either DHS or MK and then wait for transportation to the Poly. It will be extremely tight if you make it at all. I personally wouldn't try.
Also there are reports of CM's at the Poly periodically checking for ID to insure you are a Poly guest to be on the beach. It is not all the time, but they are doing it. With the massive construction now underway at the Poly the total beach area is reduced. So even if you make it there is a possibility you would not be allowed on the beach.
Good Luck

It'll be very tight, as PPs have said.

If you are okay whether you make it or not, it could be a fun adventure -- but you will be playing beat the clock. The traffic to and from MK near Hallowishes is quite thick and can make your bus trip slow.

You could take a cab, which would be quickest, but no promise it won't get slowed in the traffic.

If it were me, I'd enjoy a fun (fast paced adventure) to see the Hallowishes from outside the park. I'd probably bus to MK, and if I had time boat to Poly, but if not enough time I'd be prepared to walk fast to Contemporary (because I have more control over my walking than the timing of the Poly boat or monorail, and you need some distance perspective to really see them).

Watch the fireworks from outside or 4th floor, and then walk back to MK, or if monorail is running (I can't keep up with the new monorail schedule) hop the monorail to Poly for a bite to eat if C.C.'s is important.

If you will have no carry on bags with you, I would take DME and get off at the first resort they stop at, and then get a cab to the Polynesian.
If your flight lands, on-time, at 7pm, you won't get to that first stop until about 8-8:15. You could try to take the bus to the MK from there, but it might not come for another 15+ mins.
If you have bags, go to BW, then walk, quickly, to DHS and take the bus to the Polynesian from there. That might get you there in time.
You need to figure on it taking about 80 mins from gate to resort...and by that I don't mean wheels down, I mean walking into the terminal at the gate. That could be at 7:15! Then, that gets you to BW by 8:30.
