If we are staying at the Hilton UNiversal but would like to explore LA for the day, seeing such things as the walk of fame, hollywood sign, dolby theater, farmers market (which I understand are all together) but also see the Griffith Observatory, do we need our car or better to use pubic transportation?
 
Public transportation in the L.A. area isn't very convenient most of the time, so I would rent a car just for the flexibility for your schedule. But you could get on the Metro Red Line (station down the hill from your hotel) and go one station to Hollywood & Highland (Walk of Fame, Dolby Theater, Hollywood Sign, Chinese Theatre, etc.). Or there is a Hop On Hop Off bus (Blue) that connects your hotel to the HOHO yellow bus. The yellow route covers all the sites you listed except the Observatory. For that you could rent a car or use a taxi or Uber.
 
If you go to the observatory on a weekend there's a Dash bus from one red line station. But if there's anything going on at the Greek Theater you can plan on sitting (or standing) on that bus for at least an hour each way. You'd be missing out on other things to see in Griffith Park if you don't rent a car. Farmer's Market is not really that close to either the Observatory or Hollywood Blvd if it's just a stop using public transportation. I'd probably do Hollywood as a half day using metro if you can and and then rent a a car for 1 day for the others.
