No it's not.
I honestly wasn't trying to mislead them or anything. Also when I look up the menu for the Kona Island Sushi Bar on WDWINFO where it says Disney Dining Plan it also says it's not accepted over there, so if they do take it then it should be updated.YES!!! Kona Island Sushi Bar is most certainly on the DDP! We have used the DDP there over a dozen times.

Is this only at Kona? I have been told repeatedly on the boards that sushi is not allowed as an appetizer on the DxDDP.
It depends on the restaurant.
At Kona Cafe you can order any sushi roll as your appetizer. I've never asked to find out if it can be ordered as an entree. If you're eating at the Kona Island sushi bar your can get two rolls, one as an appetizer and one as an entree.
Tokyo Dining and Teppan Edo are the restaurants where you cannot get sushi as an appetizer. They aren't Disney owned and treat the sushi menu as a separate category that doesn't count as either an appetizer or an entree.
At California Grill all but the two most expensive sushi choices are included as appetizers. Those two can, however, be ordered as entrees. When we go there I frequently have one roll as an appetizer and another as my entree.
It has been so many years since we ate at Wolfgang Puck Cafe that I'm not sure how the dining plan works for their sushi choices. There were rules, IIRC, but that was 2008 in the first month of the DxDDP's existence and they might have changed even if I did remember. I do remember that being one of my kids' favorite places because of the California roll on the kids' menu.
