Kona on NYE?

So, I may be in WDW on New Year's Eve and I don't want to go anywhere near a park!! The special New Year's Eve events haven't been released so I don't really know what's going on. i remember last year they had a special dinner at Narcoossee's with fireworks viewing which I would definitely be interested in, but, checking reservation availability now, it looks like I can get Kona Cafe in time to then go to the Poly beach and see the fireworks. We don't know yet where we are staying - we may stay at the Poly, but if we don't, I'm wondering if they will let non-resort guests on the beach to see the fireworks? I know they do on regular nights, but New Year's Eve? Not so sure!
