Would I use a table credit or quick credit at Kona Cafe? Do I need a reservation or not?

Kona is a table service restaurant. So you would be using a TS credit.

If you know you want to eat there and you know about what time you want to go, it is best to have a reservation. Kona is not as overwhelmingly popular as 'Ohana but I would recommend to anyone who wants to eat at a specific WDW restaurant that they should have a reservation.

Is there any restaurant in a hotel that I can get tonga toast with a quick service or snack credit?

You can get it at Captain Cooks at the Polynesian for a quick service credit.
