I have a little over $100 in Kohl's Cash. Can I go to a gift cards swap web site and trade them there?

No they are not gift cards so those sites will not take them. They are essentially a limited time coupon. Some people find others to sell them to at a discount. I am sure it is legal but have heard of it.
