Kiosks and Snack choices

I have seen many eatery's listed as kiosks. I know they are little stand-alone buildings, but my question is are they all considered a snack choice? Or are the snack choices on the DDP strictly the under $4 choices?

For example: Safari Turkey in AK is listed as a Kiosk. They have a turkey leg for $5.49. Would that be considered a snack or is this too good to be true? Also, if it IS strictly under $4, if we decide to get something that is over $4, can we just pay the difference? Or is it only what is listed on the snack list (drinks, ice cream, etc.) and nothing else?
 
A snack available on the plan will be marked as such at the kiosks. There is no such thing as being able to use a snack credit and pay extra for the balance over $4 -- the plan doesn't work that way. The $4 thing is just meant as a general guideline on these boards.

One of the sticky threads on the dining plan board should be able to tell you if the turkey legs fall under snack or counter service.
