If we booked a placeholder on our last cruise, how do we apply that to booking a cruise now?

The cruise we're looking at (in April) has had a ton of room activity today, and we see a room we'd like and want to book it... but how do we get placeholder credit?

You have to call DCL to have them transfer the placeholder to the actual cruise you want.

Is it possible to book online first, then call to "apply" the placeholder? If that doesn't work, unless the price has changed within 24 hours or it's within PIF period, wouldn't it be possible to cancel and rebook when on the phone?

You can put a hold on that stateroom now, then call to book the cruise when the lines open. When the CM books the cruise for you, you can ask her to apply the placeholder to the cruise you have on hold. If she is not allowed to do that with a placeholder, ask her to cancel your hold cruise, then book the cruise anew with the stateroom you want. That technique will at least keep the stateroom unavailable to others for a longer period. The stateroom will probably show up as available right after being cancelled, but if it doesn't, check back after 15 - 30 minutes & it will probably have reappeared by then.
