How can you say this with any amount of certainty?
Teens are largely not okay right now. The fact that she left ALONE from a party where there was alcohol and drug use is a huge red flag for that. Well adjusted teens tend to stick together and travel in groups/look out for each other. Unless there is some new evidence to prove otherwise, it's still very much a possibility.
I don't find it much of a red flag. She was a local attending some large campground party. Her parents gave her a vehicle to use, so driving home solo was probably not unusual for her. They might have been a bit permissive, especially since they know she was driving that late, although they might not have known that it violated minor driving requirements. Now I rather question whether the US Forest Service would allow this sort of large party without a permit, but then their enforcement can be rather spotty.
I look at the totality. I've been in similar Forest Service campgrounds and they can be difficult to figure out. At night it just looks like you're driving through a bunch of trees.
Also - I'm wondering about the law enforcement response. The Forest Service has limited law enforcement (that concentrates on resource protection enforcement) and often for missing persons they lean on local law enforcement. The Sheriff is based in Grass Valley, which is a good 50+ miles away, although I think they have a station closer to Lake Tahoe. Looked it up and they have an office in Truckee even though Truckee has its own police department.
