Kids under three

Can anyone tell me how Disney handles the eating arrangements for kids under three? I see on some of the menus that kids 3-11 have their own section, but nothing on younger children.

At buffets or all you can eat dinners, they are free under 3. At sit-down meals, they can share a meal with someone else without being changed a "sharing" fee. But if you order them a meal off the menu, they will be charged the full amount.
