Just had a friend tell me their child ate for free at WDW restuarants and that this was a policy for those under 3 year of age. Is this true? Was this/is this a Disney policy?
If you eat at a buffet or family style restaurant, then under 3 yo eat free. If you go to a restaurant that you order off the menu, your child can share with you for free, but if you order a kids meal, you pay. Most of the kids meals are under $5.

I assummed children under 3 ate free off any children's menu in Disney when my dd was 2 1/2. The (CM) looked at me like I was weird. It's only for the buffets .
Kids eat free at buffets and family style restaurants--they get their own plate and may order a beverage--all free. There is a rumor floating around that if they use their own plate, they are charged--this is incorrect.
At menus where you order off a menu, they can share off an adult plate for no charge or order off a kid's menu. You can bring a sippy cup or juice box, or order a beverage for them (paying for it most of the time.) Occasionally a kid's beverage will appear as a freebie.
