Kids dining...What age do you pay for kids?

I have a question concerning kids at buffets...At what age do you have to pay for the kids? Daughter is 3+. Do we pay for her? We're talking about Biergarten at Epcot & Hollywood &Vine at DS.

You have to pay for 3 and over.

But the price for ages 3-9 is much lower than the price for age 10+.

usually for 3-9 prices are avergage of 9.99 .... 10+ is much higher, we got this info from our travel agent when we booked..DD is 2 so we saved since she will be free at all Character breakfest, all buffet places.
