Offsite guests may use the Neverland Club. Last summer we stayed at HIFS before moving onsite to Old Key West. I was able to place my daughter at the Neverland Club during our stay at HIFS.

Yes you can use the childcare facilities if you are staying offsite. We did this February 2002 when my son stayed at the Neverland Club and I have a PS for Simba's Cub House for June during the first week of our trip when we are also offsite.
