When we sail my 2 DS will be 9 and 11. My 9 year old will actually be less than 3 months from being 10. Will they let them 'be together'?

You'll need to talk to the Counselors. They usually let the "almost" 10 go in the 10-12 group on a trial basis and stay if it works out OK. I'm guessing that your 9 yo is used to hanging with the older group since he has a brother that age so I don't see a problem. Since he'll have a sibling in the older group, they may even expect that you'll want to move him.

Would they prefer me to move my DS11 'down'? I figured they discouraged that, but he would be glad to...if that would be easier.

We were on the Magic last month. We travelled with our friends, their DD 9 was able to move up to the 10-12 group and be with our DD 10.
At the terminal, their DD 9 had to be signed up in her age group, but immediately when we got onboard, she was able to move to the 10-12 group - no questions asked. Also, we allowed our DD 10 and our friend's DD 9 to sign themselves in/out of the lab. We received a pager. This worked out great. Oh by the way, we immediately de-activated their KTTW card so they couldn't buy anything onboard.
Your 9 yr old can be moved up to the 10-12 age group if you want him to join his 11 yr old brother. Just talk to the counselor in the lab when you get onboard as our friends did - no problem. I'm sure your 9 yr old will enjoy being in the lab. Our friend's DD 9 enjoyed being in the lab with our DD 10.
