Are the kiddie sprinklers in epcot and dumbo area of MK open yet? Also that small park area by test track?

Yes, kiddie splash areas have reopened in the parks.

Dumbo splash area is open
The jumping fountains outside figment are on again.
The splash areas on the walkways in Epcot are open.
