OP here. Took the cat for her yearly eval today and asked the vet about this annoying habit.

After all my wondering and telling people to be nicer to her, etc. it turns out that it isn't an emotional problem, like I thought. Or, like Kevin said, a cat behavioral psychological issue.

The medical eval from a trained (and very kind) professional: "Some cats like to play in water." So there I have it.

Kevin is off the hook. (For now.)
