My kids are not heat tolerant (we were at Disney last week)-- so I froze a few wet washcloths, put them in plastic baggies, and brought them to the parks (stored in our cooler). They were awesome to just help cool down the kids -- they didn't like it at first but got to hold them on their own after they realized how refreshing they were. Having a frozen bottle of water in the cooler helped keep the washcloths cool.

Walmart also carries neckbands that you soak in ice water for a few minutes and it makes some kind of microbeads swell and they are suppose to hold the cold for a long time. Haven't tried them but also noticed that Disney also sells them. I think you would find them in the sports area.
