AP rates mean that they release a discount code for Annual Passholders, with limited room availability. You can book a room at that rate (if available) and then buy your passes. There is no need to buy the pass prior to booking the rate. Usually, you will get a "voucher" that is not activated until you actually reach the parks, so your anniversary date is the first date you use the pass. There is a lot of great information on AP's at "allearsnet.com" under "Planning."
We once stayed at POR during the second week of Dec., using a code (found at Mousesavers.com) we paid $94 a night, that includes tax. We thought it was a fabulous deal, we love that resort!
Hope this helps!

I booked over Easter week with an AP rate. I got a great rate at the BC, but did need the pass to book it, they held it for me and when I called to do the deposit I had to have the pass codes.
