From what I understand, that was revealed only after the PIF date, and cruisers were told it would be a sit down dining meal, just with a location change. It turned out to buffet dinner.
I just went back and dug up the thread. The actual email from DCL just said "open seating", which to me implies at least that you shouldn't expect to see your own serving team. Nothing definitive about table service vs buffet, just speculation based on the wording and the usual operation of Cabanas.
Doesn't really matter though, since, as you say, guests were only notified after PIF. Even if Disney would have allowed changes at that point, it would be too late for many who would already have flights or other vacation plans in place. So yeah, not at all well-handled, and no surprise that people are upset!
