Just got a pin

I have a friend that is booked for early October with no discount and he just got this PIN. Can a PIN be applied to an existing reservation? His travel agent told him he could only apply it to any new reservations and that it could not be used for existing reservations.

The TA is wrong and probably doesn't want to do the legwork to get them the discount. Is why I always book directly through Disney. Then I have control over my own ressie.
