Just curious... costumes in the park

I was just curious about something: when we were visiting DL last month, my (adult) daughter and I were waiting for the evening parade to start when we saw a young woman (in her late teens or very early twenties) beautifully dressed up as Elsa, walking around the IASW area, her light blond hair (a wig, maybe. It looked absolutely natural) done up in the long side braid that Elsa sports. Although not a completely accurate copy of Elsa's blue gown, her costume was very well made and probably quite expensive. Long story short, she was posing for photos with random park goers and children, who were soliciting her attention for this very purpose. We were both completely surprised by this, as we thought this was absolutely forbidden in Disney parks. During the 5 days we were there, we also saw someone dressed as Jasmine, although nothing as 'real' looking or spectacular as 'Elsa'. Again, these were NOT children, but young adults. Have the rules changed?
 
My understanding is that they have lightened up on their costume policy. But I'm quite sure it doesn't allow for posing with other guests. Likely the right eyes just didn't see her in the act.

The rule is for costumes, not just copying Disney characters. The problem is that CMs can't or don't confront guests in the park. The costume rule only seems to be enforced at the gate, most guests are probably changing in the park to get around it. I did see a woman in a full mermaid tail and red wig get asked not to block the stairs between ROA and HM, but it took at least 30 min for security to show up. I also saw a Rapunzel having photoshoots around the park and preventing other guests from getting near the wishing well and the sword, and an adult Alice playing musical chairs with the Mad Hatter. I thought both of those should have been stopped, but there aren't regularly CMs at the wishing well or helping with musical chairs, and the guests probably knew that.
