Universal Studios Florida has a perpetual license for the exclusive use of the characters they are currently using for any attractions in the United States East of the Mississippi River. Any other use in any theme park anywhere else in the world is subject to any new licensing agreements.
So Disney can use the current characters USF has at the Disneyland Resort or any Disney Park outside the US. And they can license any Marvel character to any location worldwide, subject to the Eastern US agreement.
And was it a bus driver or a Jungle Cruise Captain who gave you this information. Usually Disney is very good at keeping future plans very secret until such time as they announce the plans. And for people who would have any such knowledge, these people have very strong confidentiality agreements and could easily lose their jobs for letting information out in advance.
