Jungle Cruise FP Question

It's been our experience that when the MK opens at 9:00, the Jungle Cruise doesn't start operating until 10. So would we have to wait til 10 to get a Fast Pass for it, or could we get one at park opening?

The FP machines will not be open until Jungle Cruise opens.
