July vacation - can we still apply for an ESTA?

We are planning on visiting Disney World in July and staying at Port Orleans French Quarter.

Obviously the current travel restrictions may not have been lifted in time, but can we still apply for our ESTAs?

I can't see an obvious answer on the ESTA website. Please do delete if this isn't an appropriate place to ask the question.
