Jersey week is usually the first week in November. Schools are out for a couple of days that week and some New Jersians take the entire week and go on vacation (many of them to WDW). We went during "Jersey Week" (it is not really recognized as an official week at WDW) last year and found the crowds to be light. Our longest wait was 20 min and the avg wait was 8-10 min. I would definitely go again during that time period. Someone from NJ will likely post the dates for this year. Stand by.

The dates of Teacher's Convention in NJ (the reason for Jersey Week) are 11/10-11/11.

We were at WDW for Jersey week once, and we didn't even know about it until we were leaving, and the CM at our resort asked us if we were heading back to NJ! We didn't feel a big jump in the crowds.
