Will be going through Jacksonville on a Friday at 3o P.M.-4:OO P.M. Should I use the by-pass?

I would try the bypass. IIRC, there is road construction downtown (at least, there was in January). I've done both and the bypass is an easy ride.

I'd use the by-pass.
I-95 thru jacksonville is a pretty poor stretch of highway, even at 10:00AM on Saturday (when we usually find ourselves there).It reminds me so much of the Jones Falls Expressway in Baltimore--.
Next trip, I will use the bypass.

Here's another vote for the bypass. We went straight through on I-95, just once, a few years ago. Never again shall we make that mistake.
