Although it's been a couple of years since we went through Jacksonville on our way to/from Walt Disney World, rush hour began around 7am. We also went through Jacksonville (straight through I-95) in the afternoon rush hour (around 3:30/4pm) and it wasn't too bad. One year we went through just before a football game and the Florida Governor had just arrived on the freeway so traffic was stopped for a few minutes but broke free shortly thereafter.
There was heavy construction and bridges being built but that should be completed by now; watch your signs at you get close to downtown (easier f one person reads and the other drives). I believe there is a by-pass (I-295) to take you around; we took that once and it added maybe 5-10 minutes on to our trip and took us across a very long bridge over the water. The view was amazing.
In comparison to DC, there's no comparison. DC traffic is a 9/10 on a scale of 1-10 (with 10 being poor). Jacksonville is probably a 4/5 compared to DC where you can get stuck and sit for 2-3 hours.
