Reports are that Jack Skellington made a rare appearance in Epcot yesterday (Friday) as part of his training for MNSSHP in a few weeks.
Today--Saturday, July 26--he is expected to return to Epcot with Sally as well. I do not know exactly where he appeared nor where they might appear today, but if in the area I would check the usual character training spots around Epcot and you might get very lucky. In the past, these locations have included between the US and Italy pavilions, between the UK and Canada pavilions, in the International Gateway area, and outside the Imagination Building. These appearances typically occur during the afternoon hours, but can vary.
Not much other info to share...hopefully this helps someone to find a very rare pair of characters with very little wait. My info suggests they will not appear again after today in this way.
