Do you have another source than this article from Pakistan? I cannot find anything in the newspaper he mentions in the article, La Repubblica.
Also googling doesn't give articles which confirm this.

I wouldn't be surprised, but I would be interested if they would close it for all foreign tourists or non-EU tourists.

Could you share the other sources? I really cannot find it in the Italian newspapers, Dutch or English news sources.
The only message I could find in La Repubblica is that the tourism industry will have problems till at least Spring 2021.

Italy is slowly recovering, the figures of newly infected people and deaths per day is declining, hospitals are restarting with normal patients, tomorrow several industries are restarting as well.
Not saying that Italy wouldn't close down for tourists for the coming months, but till then end of 2021, I find that hard to believe to be decided already. So if you have any other news sources, I would be very grateful.

I found numerous news articles, but as none are from Italy or U.K. it could be fake news. That would be a big fake-as they quote minister of tourism.

On another travel board, someone commented that these news outlets interpreted the quotes a bit strongly and that IT official meant “tourism is dead for 2020” vs prohibited.

Weeks ago I read an anecdote in an article about how some small Italian hotels/resorts were reopening, offering flexibility and low prices due to the situation. The story the OP quoted doesn't ring true imo.

There are many stories about the UK and EU countries considering limiting tourism for the rest of 2020, but at this moment there has been NO OFFICIAL decision from any country. If you already have a trip planned, you need to wait for official announcement from the US State Department and/or the country where you plan to travel.

Regardless of the official announcement, I certainly would not start to plan a new trip to the UK or EU in 2020. In reality, tourism is dead for 2020 except for some cases still to be determined.

To give some more news from Europe regarding tourism.
In my own country, The Netherlands, for the summer people are booking domestic holidays like crazy. We're a small country and there is not room for everyone, so lot of people are booking hotels and other accomodations now to make sure they have something as soon as the measures are lifted.

People from the Czech republic can leave their country again and can go on holiday abroad, however when they return they have to be tested negative for Covid, otherwise back in quarantine for 2 weeks.

Welp, they just officially cancelled through 01July on Magic. We *were* on the 12 night out of Civitevecchia on 01Jully after a week in Rome. Last week, I was too nervous about not getting the cabins we wanted on the 11 Night if (when?) the 12 night cancelled, so we jumped last week to next year's 11 night on 06July21. I just got off the phone with DCL and we'll retroactively get the extra 25% cruise credit (which is nice).

All this to say that though we are *very* sad about missing our land vacation and cruise this summer, at least we'll go next year.

I am watching Italy very closely. My husband actually had to cut short his most recent Italy trip and I was unable to join him on March 12th. He has dual citizenship and we go there often. My mother was born there and we still have family. We generally stay off the beaten path.

I think they will open up to the rest of Europe before they open to the US. However, I am tentatively hoping being able to go sometime between mid-October and Christmas. I have no fear traveling over there as soon as I can go.

So I am in Germany and on the German news tonight they had a segment on how Italy was slowly starting to open( phases etc. ) the only thing I recall is that they were saying that in June they might start opening some restaurants but there was nothing mentioned about tourism not being allowed for the rest of this year. So I would take that as an Opinion piece or fake news but here in Germany this is not been announced at all
