Well, by definition 10% of the population must be "10s." Now I would argue that number is skewed since statistics tell us the bell curve would be in effect. That is, there are far more 4-6 than 1s and 10s. I haven't had stats in 20 years, but I would estimate the number of 10s to be no more than 4-5% of the population.
