Is unsold inventory opened up for use?

Will they open units for use that are complete, but unsold? It seems that will make it easier to get some place like BLT at first, when fewer people have access to reserve at the 11 month window.

If that is the case , maybe we should try to get a room there for the 09 Christmas season -- it may be the only chance we get?
 
They may not be available for points, even of the units are open for cash reservations.

For instance, say 50% of a 100 room resort is completed, and open/operating but only 15% of the resort is actually sold to members.

That means, that there are 50 rooms for occupancy...but 35 of those rooms will be available for cash reservations and 15 rooms available for points reservations, as those 35 rooms are still owned by DVD/Disney.
 
When WLV opened in 2000 I was able to book most any week in a studio at the 7 month window without any problems and if waitlisted it always came through. But after the resort was sold out it was virtually impossible to get a late November/early December stay at the 7 month mark as the waitlist never came through. That's when I sold OKW to purchase WLV as I have to stay there at Christmastime. So I think that the unsold inventory at BLT will be easier to get in the first couple of years but then as it sells out you will find it more and more difficult.
 
I am confident in saying that DVC has never opened up unsold and undeclared inventory for regular points use. When a "unit" is declared, there is a period of time when it represents a certain amount of excess inventory and does make it easier to reserve at times. The same is true for exchanges in that one of the best times to get a resort in exchange is during development. That's one of the reasons I think DVC is making a mistake when they don't add new resorts (or phases of existing resorts) early in development.
