Is Timekeeper open?

I'm just curious, I've never been on it but would really like to. I know that CoP is open on a seasonal basis, but is the same for Timekeeper?

We have been to WDW recently in March 2002, New Years 2003, March 2003, July 2003 and it has not been open any of the times we have been there. They were using the building for character meet and greets most of those times.

We were at MK last week and there's no sign of Timekeeper. The sign on the building says Science Metropolis, I think. It looks sad.
