If I were to go to Universal over Fourth of July weekend, and stay offsite (so no FOTL), would I be able to go anything, or would I spend the entire time waiting in line?

If you're going that weekend, the lines will be very long. I would recommend getting to the parks at opening and hitting the bigger attractions before the crowds hit. You will still have to wait in line but that's expected in the summer.
