Is this a very busy time to go?

My neighbor just asked for help in planning a trip WDW. Her dates are July 21-28, and when I check for discounts, the rates seemed high. Is this considered an expensive time to visit? I suggested the S/D, as she qualifies for the teacher discount. Can anyone suggest the best way to get a discount for these dates? She and her DH already booked flights and don't plan on using the dining plan.

July in general is going to be more busy then October or January, due to the fact that many families go during the summer months because their kids are out of school. That may be why the rates are higher, because it's considered more of a "peak" time to go.

I'm not sure if discounts will be possible - without a pin or an annual pass. Does anyone else have ideas on that?
 
Ask her if she has AAA, as she will save 20% of rack rate. That what I got before I change to AP rate. I'm getting the same rate as AP off room only reason I change from AAA to AP so I can add dining.
