Is This a Scrapper/Fake Pin?

From my research, I think it is. I have seem similar of course, but few references to it being real (but for that matter, I can say the same about it being fake...haven't seen much).

I've seen that pin before, so it a legitimate design, but scrapper versions have been spotted/reported.
