I guess it just depends on where you're from and what you are used to.
In my area of Brooklyn, graduations have always been a big deal. It doesn't matter what grade level it is. June is the time for graduation and proms. Most day care centers in this area will have a graduation for the kindergarten students. Many of them will have caps and gowns. The same thing will happen in 5th or 6th grade, 8th or 9th and again in the 12 grade. Even schools that are K-8 will have graduations for K,6th and 8th graders.
This is normal around here. I'm 36 and I had a graduation when I graduated from preschool. White dress, fancy hair, new shoes, everything. I did the same thing when I graduated from 5th, and 8th grades. In 8th grade we had a prom, senior trip, year book, and class rings. 12th grade was the same except then the senior trip was to Canda, the prom was at Tavern On The Green, of course we there were class rings and year books and I finally got to wear a cap and gown.
All of my family and friends in SC and NC(except for the ones that grew up here) think all of this is strange. They don't go all out until 12th grade. I think that's strange, but that's the norm there.
