a book or pamphlet that tells you all about Disney with a disability? I had heard that there was but I am unsure of where to look or if there even is one. I have had no luck finding answers to my questions about oxygen

WDW has a Guidebook for Guests with Disabilities for each park. You can pick a copy up in Guest Services in any of the parks or download a copy to your computer from the official Disney website. Here is a link that should allow you to down load them.
There is nothing in the guidebooks about oxygen though. I don't think there would be a problem on any of the "tame" rides, but the thrill rides like BTMRR and Space Mountain, Tower of Terror would not be good rides for that sort of thing.
These places are full service medical equipment dealers who rent wheelchairs, ecvs and also oxygen:
Care Medical:

Walker Mobility:
1-888-726-6837
www.walkermobility.com

Colonial Medical

They may be able to help you and would also be able to rent a wheelchair or ecv that has a holder for oxygen tanks.
Good luck.
