Is there any quick fix for my ruined chairs?

I usually use Krylon spray paint when touching up my few whicker things. No worries dries great and doesn't rub off. I have even spray painted a couple of stools without the paint rubbing off. No prep except to clean.

Well, I didn't realize I had bought Rustoleum this time. I touched up some chairs a Claret Wine. Ughhhh now the paint is rubbing off no way I can use them till I fix the problem.

Am I stuck sanding them down and repainting? Is there a sealer or some other type of solution for the problem??

Anyone who has any paint knowledge I am ready for the bad news haha Thanks for any advice!!
 
Try some spray primer over that paint. It may work.
