We have one, but it's nothing like yours. Ours are vouchers with a dollar amount on them. You pay $5 US dollars for a $5 voucher (for example), but unlike US dollars, you don't get change back. There is also a character breakfast voucher and a breakfast in the park voucher. The character breakfast voucher price is based on the more expensive breakfasts (Ariel's and Goofys Kitchen). If you were to use you voucher at Minnies, you'ld lose money. The breakfast in the park is good for only (last I heard) for Riverbelle Terrece.
To most of us, the DL food plan is a big waste of money.
As for dinning, you can make ressies (our ADR's) 60 days out. There aren't many options. Blue Bayou is a favorite for ambiance, but pricey and the food is hit or miss on quality. I like Cafe Orleans, pomme frittes (garlic fries with parmassian cheese) are worth every calorie. For breakfast I like Carnation Cafe, small place but I've never had a bad meal there. They also do lunch not sure about dinner. The Plaza Inn hosts Breakfast with Minnie and friends but is a (great) counter service for lunch and dinner. Then you have the hotel resturants like Napa Rose (4 star place) and Storytellers in the Grand Californian, there's a steakhouse and Goofy's Kitchen at the
Disneyland Hotel, and a character breakfast at Paridise Peir. At DCA there is Ariel's (princess for breakfast and lunch, WOC prefered dinning package at dinner) I loved it, expensive but tasty. Wine Tattoria, never been but hear mostly good things, is the other table service resturant.
