I was thinking about buying into the Vacation Club, but I want to stay at different resorts when I visit Disney and I want to go to other places besides Disney World. Will I have to pay an exchange fee every time I stay somewhere other than Saratoga Springs? I mean does this club pay if you don't visit Disney World every few years?

The best use of DVC is generally at DVC resorts. There are two offsite resorts -- one at Vero Beach and the other at Hilton Head.

Exchange fees:
Other DVC resorts including VB and HH - No fee
Disney Collection - No fee for other WDW hotels and $75 fee for DCL
Adventurer Collection - $95 fee (HAL cruises, bike trips, rafting, etc)
Concierge Collection - $95 fee, minimum stays and cancellation policies may vary.
World Passport - $75 fee

Generally DVC is best if you go to WDW at least every other year, stay on property, stay in a mix of moderate and deluxe resorts, can consistently schedule vacations well in advance, rarely need to change within 31 days of arrival and can afford the upfront cost in cash.

Buying DVC points to stay at the other non DVC locations is downhill business. Buy only about the number points you'd use at DVC resorts or don't buy at all if you won't go at least every 2-3 years to a DVC resort and use more of your points.
