Is Pepper Market Considered TS or CS?

we were just there - it's counter service, but you can use snack credits for drinks and pastries.

Our strategy was to eat breakfast there but pay for it rather than use counter service meals. It didn't seem to make sense to use counter service since we weren't getting desert and the kids only wanted a bowl of cereal. Funny thing was one of the cashiers told us we were smart for not wasting CS credits there.

So if you eat lunch there you cant get a dessert on the DDP?
 
lunch works the same way as any other counter service place - entree, drink, desert.
 
and a fine lunch (or dinner) it is! The ribeye steak is good - not the best steak I've ever had but definately a deal on the FDD. At dinner they typically had roast turkey or prime rib available as well.
 
The 10% is included in the DDP at the Pepper Market. You can use CS credits at the Pepper Market and Siestas by the pool. The PM is the best value for your CS credits at WDW.

While I'm not a fan of the PM, I do agree that this is one of the best CS options available. As most food courts are good choices for CS usage, especially the desert section...yum. We stayed at CSR last summer and used 2 of our CS credits for breakfast at the pepper market and felt it was a good value for the credits and we didn't have mugs so needed the beverage.
 
We stayed at CS last fall. Lunch at the Pepper market is one of the best CS meals that we ate. There is so much to choose from and you get so much! We ate there 3 times. It was really good!
