The Alice Tea is at 1900 Park Faire, isn't it? That's just across the lobby, you can walk there and back in 5 minutes.
What you will have at the Garden View Room isn't High Tea, it's "Afternoon Tea." For some reason, it has gotten almost universally misnamed that. High Tea is supper, a hot meal with tea eaten at the end of the day by the working class. It is served at a "high" dining room table, which is why it's called "high" tea. Afternoon Tea is served in the afternoon, and is the three course elegant meal, with sandwiches, scones, and mini desserts, with the best China a linens. Traditionally, it was served at the low drawing room tables (and also originally called "low" tea). I became enthralled with having Afternoon Tea about 9 years ago when we had it at a bed and breakfast, and I found a local ladies tea group at home and joined it, and then I read every book I could find at or order from the library about Afternoon Tea recipes, history, traditions, and the proper name, of course!
We try to have Afternoon Tea at the GF everytime we go. It is one of my favorite pastimes, and my husband isn't opposed to going with me. He loves hot tea, actually. I can't say I've actually ever timed it, though. It does seem that it takes an hour or so. If the service is quick, and it usually is, you probably could do it in an hour. It is meant to be a leisurly, sit-and-take-your-time-and-relax event, though.
I have Afternoon Tea all the time, and I love it! You will enjoy it.
