Is National requiring the $20 DC coupon at checkout via EA?

I have the coupon around here somewhere, but I have to dig it up for our trip in 3 weeks if I'll need to present it. In the past, I've always used a coupon code and never been asked for it. Last time I was asked to show a DC card though....

The last couple of times we used National EA, we were indeed asked to provide the coupon, which was stapled to my confirmation page. I wouldn't leave home without it. I don't know about the counter service, because we have used the EA for years now.
