Is Mickey talking at his house?

I've seen a few youtube videos of the talking Mickey at his house in Toon Town. Is he a regular or is the silent one usually there?

Those videos were of tests. He does talk in some non meet and great situations. Currently Mickey talks in the Soundsational Parade. Minnie talks in her new show in DCA, Minnie's Fly Girls.

Thanks I wish he always talked, the kids were so excited when I showed them the videos, I had to explain that he usually has to save his voice for the shows and parades.
