... to have a larger than 16 person count but just have a ceremony and cake?

We were looking at having an early morning wedding, high tailing it to the park, then getting reservations somewhere for dinner for all of us at night.
 
The Disney Escape Package allows you to have up to 18 guests and does what you describe. I'm not sure how early in the morning they start but that site should have more information.
I believe the Swan and Dolphin also offers ceremony only packages.
 
I've looked at that and it's the package that I want, but was just curious to if there was anything like that for more people.
 
Escape is 18 people. Once you pass the 20 person mark DFTW is very insistent on it becoming a wishes wedding. The point of the Escape wedding is to be something simple and quick for DFTW to pull off, with more people it becomes more difficult for them.

I'd check with the Swan/Dolphin. They might be able to do something. Good luck!
 

Fart. Okay. Thankfully our immediate family (and a few others) will fit into the 18.

It is 18 plus the bride and groom, 20 total.

I've heard yes kids under 3 count and also no they don't so I'm not sure sorry.
