When my in-laws watched our kids we left a "petty cash" envelope in case they wanted to get take-out or needed groceries. My in-laws said not to leave it, but I insisted and it was left untouched. If I were in their shoes I would also leave an envelope like that untouched. When my kids go visit them (across the country) they pay for all expenses and when we have people visit us we pay for things.
Yes, I do think it's odd. I see your update...it does seem that they have a different way of dealing with money than many people. Now you know. I would not want someone organizing my kitchen, other than putting things away that I could easily change if I prefered a different way. That is too personal of a thing.
